Always ruled by a set of twins (magicly assured) and helped by their princes and princesses consort. Keeping 2-4 people at the top of the pile has limited ego issues that usually come with having monarchs. A house of lords (feudal organizational style advisors) from the various dutchies around the kingdom has varied in power over the generations since it's creation. But the magic that protects the kingdom from hostile neighbors is keyed to the royal family and is part of the magic that assures twins in every generation. So where a traditional monarchy would have more cause to worry about them taking over, the populous wouldn't stand for it and attempted rebellions in the past have ended very badly for the would-be monarchs. However the same defenses that make the kingdom nearly unassailable have also fixed the borders and Rhen's own attempts in the past to try it's hand at imperial expansion have also ended very badly.
